Don't let the campaign promises fool you - bipartisanship is elusive in today's bitter national politics and will probably continue to be after the midterms. Republicans are poised to control both houses of Congress next term, but if the GOP hopes to enact any part of its legislative agenda, it will still need to find common ground with the president to avoid vetoes and with the Senate's Democratic minority to prevent filibusters.
