By Wednesday, three new handicap-accessible fishing piers and two improved boat docks at Fredericksburg's City Dock should be ready for use. The work was to have been finished by Labor Day but got delayed by the cleanup of fuel dumped at the site and by materials found in the Rappahannock River that were apparently placed at some point for bank stabilization, said Phil Lownes, director of capital programs for the Virginia Department of Game and Inland Fisheries.
