"We have not really made it worth people's while to be whistle-blowers," he said at the launch of the Anti-Intimidation and Ethical Practices Forum in Johannesburg. Whistle-blowers faced threats including harassment, discrimination, dismissal, disciplinary proceedings, risk to their lives and the lives of their families, and harm to their reputation.
