Loudoun to weigh whether taxpayers or donors should pay for playgrounds

In the coming weeks, Loudoun County officials will discuss whether county taxpayers, rather than parent-teacher organizations and private donors, should foot the bill for elementary school playgrounds. Historically, elementary school playgrounds in Loudoun have not been a guarantee: If a school wants equipment for children to play on at recess, it's up to parents and other community members to raise the necessary funds.
