Nonteaching personnel returning to their jobs following a summer hiatus in both public and private settings are being credited for a surprisingly strong shift south in Bradley County's unemployment rate for September. Larry Green, labor market analyst who monitors the local jobs picture for the Tennessee Department of Labor and Workforce Development, confirmed Thursday the Cleveland area jobless mark has plunged to 6.1 percent, down from a 6.9 revised rate in August.
