A senior Obama administration official did not break any laws when he intervened in three visa cases involving foreign investors with ties to prominent Democrats, a government watchdog told Congress Thursday. But the senior official did violate ethics policies by giving the perception that Democratic party leaders got preferential treatment, Homeland Security Inspector General John Roth said.
