York County's unemployment rate improved to a seasonally adjusted 4.8 percent in February, as local governments added 300 jobs and employers in healthcare and education added 600 positions, the state Department of Labor & Industry said Tuesday. Meanwhile, Adams' County's unemployment rate was 4.3 percent in February.
