A farm labor contractor from Northern California has been ordered to pay more than $163,000 in back wages and damages to 59 migrant workers after a federal investigation on practices during the Mendocino County winegrape harvest. The U.S. Department of Labor on Tuesday said its Wage and Hour Division investigators found Manuel Quezada, of Orland, failed to pay wages for three weeks while crews picked near Ukiah.
