Leaks not an excuse to promote secrecy

Regardless of whether Montgomery County District Attorney Risa Vetri Ferman accepts a grand jury's recommendation to bring criminal charges against state Attorney General Kathleen Kane, the state Legislature should reject another of the panel's recommendations. The state Supreme Court has issued a stay that will preclude any charges against Kane until it can review her claim that the grand jury itself was created under an illegal process.
