St. Lawrence County's unemployment rate dropped slightly in August from the previous month but still maintained the highest unemployment rate of any county upstate, the Department of Labor said. In August, 7.8 percent of St. Lawrence County's workers received unemployment insurance benefits, the highest among counties outside of New York City.
