King County Metro's bathroom reform: Constipated or incompetent?

An upcoming report from the Department of Labor and Industries is expected to call Metro out for not giving drivers enough access to bathrooms. The agency responds to a Crosscut article that reported on Metro bus drivers wearing adult diapers to make up for a dearth of bathroom breaks.
