Congress should reject proposed budget increase for Office for Civil Rights

The Obama administration perversely rewards agencies that overstep their authority by giving them bigger budgets to handle the increased workload that results from their overreaching. A recent example is the Education Department's Office for Civil Rights , where I used to work.
