A federal judge Thursday ordered Maryland to allow absentee voters in this November's election to mark ballots online before printing and submitting them to elections officials - a victory for groups representing people with disabilities. The National Federation of the Blind and three individuals who are deaf, blind or palsied sued the Maryland Board of Elections to make the online ballot-marking tool available after the federation helped the board develop the software in recent years.
