Buck passed back to heads

The education chief has passed the buck back to principals on how to deal with students who join class boycotts, even after an elite school told a whistle- blowing alliance to mind its own business over the matter. Eddie Ng Hak-kim said schools should refer to their own rules in cases where protesting students do not attend lessons.
