Within minutes of speaking with an out-of-work veteran at the Sussex County One-Stop Career Center in Newton on Friday, Harold Wirths, the commissioner of the state Department of Labor and Workforce Development, helped the man understand why he wasn't getting many call backs regarding jobs. "You need to have a resume," Wirths told the man, who did not want to be identified.
