The federal government has mandated any streets that have sidewalks or curbs with the potential for pedestrian traffic cannot be repaved using money from the Consolidated Local Street and Highway Improvement Program, known as CHIPs, unless curb ramps are installed at intersections to bring them into compliance with the Americans with Disabilities Act. Johnstown City Engineer Chandra Cotter said her city received approximately $340,000 worth of CHIPs funding this year, which was actually about $27,000 more than the city would have usually received, thanks to $40 million in emergency "winter recovery" funding dispersed by the state.
