In Revenue Ruling 2013-17 , the IRS stated that for purposes of federal tax laws, same-gender couples who have been legally married in a jurisdiction that allows same-gender marriage will be treated as married for all purposes under federal tax laws in all states, regardless of the couple's state of residence or domicile.
