Roadshow: Why left-turn lights will replace loop ramps at Valley Fair interchange

Q I thought that the changes being made at the 280-880-Stevens Creek Boulevard interchange were supposed to improve traffic flow, so why are they replacing non-signalized loop ramps with signalized left turns? Do the people who design freeways actually drive on them? A They do, believe it or not.
