After five years of court battles and negotiations, a federal judge Thursday approved a second, and apparently final, settlement requiring the state to enable hundreds of institutionalized mental health patients to integrate into community-based programs. The deal sanctioned by U.S. Middle District Judge John E. Jones III also guarantees that patients who don't want to leave their institutions won't be forced into community facilities.
