THE CHAIRMAN OF the Road Safety Authority has said that the former Garda Commission could have avoided controversy if he had apologised for his remarks But Mr Byrne has said that it could have been avoided if he, along with Justice Minister Alan Shatter , gauged the mood of the country a couple of weeks ago and issued an apology.
