A federal judge has ordered California to stop housing inmates with disabilities in isolation cells simply because its prisons lack enough other housing that can accommodate the inmates' special needs. U.S. District Court Judge Claudia Wilken ruled Tuesday in Oakland that the state violates the Americans with Disabilities Act and previous court orders when it places the inmates in what are known as administrative segregation cells.
