Everyone wants the village's volunteer firefighters to be as safe as possible. Beyond that, consensus was hard to find Tuesday night when nearly 100 people gathered in the Tioga County Office Building's Hubbard Auditorium to discuss changes to the Owego Village Fire Department's operating procedures and policies.
