Gay Byrne: Penalty points row has damaged public confidence

The Chairman of the Road Safety Authority has said confidence in the penalty points system has been damaged by the whistleblowers controversy. Gay Byrne said the revealed that the cancelling of fines was not a limited phenomenon, but was "extensive and widespread and going on for such a long time".
