Once a little-known federal agency, the National Labor Relations Board has emerged under President Obama as one of the key arms of his economic agenda and a major thorn in the side of big business. While the board, which is charged with enforcing federal labor law, has five members, the person leading the charge is its general counsel, Richard Griffin.
