While a notice of proposed rule-making issued in December stated that employers would have to use a new Summary of Benefits and Coverage template and associated documents as of September 1, 2015, the Department of Health and Human Services, Treasury Department and Department of Labor recently published an FAQ that delays implementation. According to the FAQ, the Departments expect that the new template will be finalized by January 2016 and will apply to coverage that renews or begins on the first day of the first plan year that begins on or after January 1, 2017.
