Homeland Security Inspector General John Roth says a senior Obama administration official did not break any laws when he intervened in three visa cases involving foreign investors with ties to prominent Democrats. Roth told Congress that the official's intervention did violate ethics policies by giving the perception that Democratic party leaders got preferential treatment.
