The West Liberty city council met March 17, where it discussed RAGBRAI and voted in favor of lower insurance rates. To begin, West Liberty will be a pass through community for the final leg of the 2015 Register's Annual Great Bicycle Ride Across Iowa, most commonly known as RAGBRAI XLIII.
