Brown lays out Northampton County's financial forecast

Northampton County's balance sheet is scraping by with barely a "C" grade while facing a potential tsunami wave of red ink in the next few years, county executive John Brown warned Wednesday at his "State of the County" address. One of the biggest challenges, he said, facing the county is its habit of dipping into its general fund balance to cover "overspending."
