Justices Take Up Agencies' Shifting Interpretation of Rules

Federal agencies issue thousands of so-called interpretive rules offering guidance on the meaning of their regulations. The mortgage banking industry, in a long-running fight over whether loan officers are exempt from overtime pay, urged the U.S. Supreme Court on Monday to put those rules to public notice and comment when an agency changes its interpretation.
