Residents, poorer and less likely to be employed, make funding cities harder

Scranton, Wilkes-Barre and Hazleton residents suffer from more joblessness and lower incomes than surrounding areas and that makes things tough on preparing the cities' budgets, officials say. Both factors significantly hurt the cities, said Teri Ooms, executive director of the Wilkes-Barre-based Institute for Public Policy & Economic Development, a local think tank.
