Municipal insurer says $13.9 million more in refunds coming

Municipal health insurance provider HealthTrust has announced it will refund a combined $13.9 million to member communities as partial reimbursement for $17.1 million it owes for public insurance money moved from a property liability pool, into a worker's compensation program, then into the HealthTrust.
