Reading Parking Authority couldn't afford protracted legal battle in bias case, director says

The Reading Parking Authority's executive director said Tuesday that the agency couldn't afford a drawn-out legal battle with the U.S. Department of Justice, and so settled Justice's discrimination lawsuit against the authority for about half of what originally was being sought.
