Montgomery County breaks ground on new Scotland rec center

After months of no visible progress, Montgomery County and Department of Recreation officials are holding a groundbreaking ceremony Wednesday to celebrate the beginning of construction of the new Scotland Neighborhood Recreation Center in Potomac.
