Cuomo Proposes $136B Budget Without Tax Increases

Gov. Andrew Cuomo proposed a $136 billion budget plan Tuesday that increases education aid by 4.4 percent, limits state spending growth to 1.9 percent and closes a $1.3 billion budget gap without raising taxes and fees.
